How PackEPR Check builds its result

PackEPR Check is a public explainer, not a regulator workflow. It translates the most visible threshold and activity logic from the GOV.UK packaging EPR guidance into a conservative first-pass route.

Main threshold logic used by the tool

  • The checker starts with the widely visible threshold pattern in the GOV.UK guidance: £1 million or more annual turnover, more than 25 tonnes of packaging in the previous calendar year, and at least one relevant packaging activity.
  • It then separates likely small from likely large cases using the GOV.UK split of £2 million or more turnover and more than 50 tonnes of packaging.
  • If the threshold is not crossed, the tool places the case in a likely not-affected bucket rather than overstating obligations.

Packaging activities reflected in the form

  • Supplying packaged goods under your own brand
  • Placing goods into packaging
  • Importing products in packaging
  • Owning an online marketplace for non-UK sellers into the UK
  • Hiring or loaning reusable packaging
  • Supplying empty packaging

Where the tool stays cautious

  • Group structures: the official guidance includes separate handling for parent companies, groups, and subsidiaries, so the tool downgrades complex structures into a deeper-review bucket.
  • Marketplace models: GOV.UK says a website or app selling goods from UK organisations only is not itself the marketplace activity, so the tool does not count that as a clean trigger.
  • Nation data: supplying packaged goods to end users in the UK can matter, but the exact obligation depends on the real packaging flow, so the tool only flags it as an area to verify.
  • Edge cases not fully modelled: reprocessors, exporters, highly fragmented group reporting, and detailed fee calculations sit outside this MVP.

What the result does not mean

  • It does not register your organisation or create a reporting account.
  • It does not calculate regulator fees or PRN/PERN requirements with legal certainty.
  • It does not replace the live GOV.UK guidance or adviser-led review.
  • It does not guarantee that the same entity you entered is the reporting entity if a wider group is involved.
